Why are parrots able to talk ?

Parrot can imitate the sounds of the human voice because they have tongue which are similar to man's COckatoos and rooks have the same ability. Ofcourse, the sounds the birds make are not really like speaking as they are just initiating noises and not communicating information, and they usually have a very limited vocabulary. Human speech cannot be produced by them unless there is a higher level of intelligence.
