should one pass resignation letter even the contract will be ending?

Writing a resignation letter - how many times have you written resignation letters?

i've seen people pass resignation letters but their contract's already ending. is it really the way to end a job or one's just saying i quit from the company rather than the company's done with me?

Yes, I think you should still pass a resignation letter even if your contract is ending. It is out of courtesy that you should do this. But there's also a possibility that the company would like to extend your contract. Either way, you should communicate with management regarding your employment.

Each company will have their own personel rules. Frankly, If the contract is signed for a particular period, the resigntition letter is not required. It is automatically understood that the job tenure will be ceased after the lapse of contract period.
