Why does life enjoy rewarding wrongdoers?

Jeez... Life just does not seem fair. I work at Dominos Pizza, and the Customer Service Representatives who actually coerce (RE:CHEAT) the customers always get higher incentive rates and promotions! Dominos has this token system, whereby every 3rd order entitles the customer to a free gift. Some of the CSR's manipulate this, and tell the customer's that, in order to get the free gift, they would need to purchase an additional set of Chicken Wings. I think this is wrong, and do not condone it. Yet, the cheaters seem to prosper! Which begs the question... Why does life enjoy rewarding wrongdoers? Guess it's one of life's little spitballs and mysteries....
