How can countries avoid the kind of bloodshed and devastation we experienced during civil war?

Civil wars take place because a batch of people, who is discontented with the way government is run, takes action against govenment by taking arms thus getting into war. Never will there be any way, any government body shall be run in such a manner that everyone of the populace will be happy. There are so many settling in a single country at the same time and so, there will always be so many needs and wants that these citizens have identified. Because of the diversity of the need, government irons out a plan to be able to meet the more pressing ones, realizing the impossibility of ably responding to them all. Henceforth, there will always be a disgruntled faction of society. Government was created, by the way, to put order in the society. Now, the concept is entirely changed.
