capital punishment for children rapers

here in my country peru, the congress has on discussion the capital punishment "death" to the persons who rape childrens it is proved that the punishment of the illegal act doesnt interferes on a criminal mind... personally i agree with the punishment, however there is a big discussion about this on my country... i dont think the parents of the little kid victim have to pay with their taxes the life of the criminal in jail... i ll send him right to the chair... it isnt just a disccusion about life and death, it is about moral and ethic principles...
