How much should I feeding a 5 month old Beagle ?

One of my friends has a 13" beagle about 5 months old and is under 16pounds. The doggie looks skinny,and I can see the ribs...How many times should it be fed and how much ?

It's written on most cans / sacks of dog food how much you ought to feed your dog, it's usually very presice :-)
