Should downloading music be legal?

The music industry's sales are taking a huge plummet. Part of this can be credited to illegal downloading. Another part could be credited to artists focusing on catchy "hooks/chorus" rather than lyrics. The RIAA is going after illegal downloading programs and their users and hitting them with huge fines and lawsuits! Should people be allowed to "share" music so it can be downloaded freely?
