A boat can bear 50 persons,there are 49 persons in it yeat, when a person arrives in it ,the boat gives a alarm as it's over load, why?

The 49 persons do not include the person who drive the boat??? (with the driver is 50)

The boatman is already in the boat,including him boat exceeded the no. of passengers. Right .....
