what are the requirements for being a web designer?

well this thing just popped up in my mind and i was wandering whether i can pursue a career as a web designer i am 23 now and a b.com graduate ,completed my graduation two years back.
If it's possible please let me know what's the basic requirements, the course fees and best possible place and institute in India were I can take this course.
P.S.-I AM REALLY INTERESTED IN THIS CAREER OPTIONS TO PLEASE PEOPLE HELP ME OUT AND GIVE DETAILS REGARDING THIS TOPIC

probably do some self-study first before enrolling in a godd quality institution so you won't be having a hard time catching up. its better to be always a step ahead

i do some self-study about web designing right now so i can have some basic information and fundamentals about it when i decide to finally enroll for a certification class
