Raising Kids: Should wanting parents be required to take tests???

I always thought that it was odd that the government requires children to get educated for at least 14 years of their lives, yet adults can just have a baby whenever they please. Do you think that parents should be required to take a class to learn how to raise their children properly? I see that alot of parents have done a terrible job, and maybe the teenage mothers would get some really needed information out of it. I think it should be a free requirement, with free public transportation.
