solving the monstrous traffic problem: a crazy approach?

I've read an article in a magazine months back that proposes a solution (whether you can call this a solution or not). The author said that the problem is more of attitudinal in nature. People must accept the fact that the world we are living now is not the world where we used to live. It's totally a new world. Wider roads with few vehicles running are part of the old world and people just don't see this. They are dreaming of an old world and want to return to it while they are actually living in a new world. If people will only understand this, this will lessen the problem one way or another. The number of vehicles are getting more and more by the day and roads remain the same. There is absolutely nothing we can do about it short of stopping the production of vehicles and widening the existing roads which is impossible to do specially in urban centers. Do you consider this a solution? or a resignation.
