Why is James bond called 007 not 008 or 009?

The British Secret Service has apparently 9 secret agents in this special class. It is the double 00 in front of their designation that specifies their level of authority. All 00 agents have a special license to kill. So James has 8 other friends just like him.

That was the number given to him. There is already a 008 and 009 and all the previous ones were killed in various Bond films. 008 is mentioned a few times through out the films when M threatens to "sack" James and replace him with 008 (though we never see him) info on all of the agents can be found here V V V http://jmsbond.tripod.com/00agents.html...

I would say that when Commander Bond left the Royal Navy to be co-opted into the British Secret Service that was the next available designation, maybe there were plenty more 007s before him but they had been killed in action or left the service etc.
