I believe highly in the point you have raised. I never thought of it before. Now, your are opening my eyes on the matter. Yes, indeed. It must have been done in order to raise the ratings up for the program. When an outrage was in the air, everyone participated in the exercise and those who sympathized with her, just let go of their phone bills rising just so as to show support for her. Then so many now gets glued to their tv sets to see how shilpa copes from then on. So at the end of it all, she came out as the big winner because, she gained the people's sympathies and support followed.
