Checkout Hi5.com, Myspace.com, Orkut.com, YouTube.com. There are many other sites you can register for free and start requsting friends in you area.

Have a look at loosechat.net. They're a friendly bunch of women, with loads to say. The forum has been running for about 10 months now and is a spin-off from the Loose Women ITV show. Everyone got fed up with thei harsh censorship.
