you can do following things even you are unverified;
---you can withdraw amount from paypal within a monthly limit of $500 USD and total limit $3,000 USD
(if you are from india, account created in India cannot add bank account to their PayPal account. The only option is to request a check but the minimum check you can withdraw is $150.00 USD. So I think it will be better to use the $ USD that you have to purchase something.
and i think ther is a fee for withdrawing!

Well, paypal is great for like $100 or less since if you account is seized you would not loose much. I use:

I don't know how it works in other countries but I am sure they are all similar. I am living in Ireland and the minimum amount which I am allowed to transfer from PayPal into my bank account is €100. PayPal charge me a fee of €1 for each transfer. It's not a lot but I can't trasfer anything less than €100. You can transfer all your money from PayPal into your bank account - no need to leave anything there at all.

you dont give your credit card to any site.it is not secure.even credit card number given to a secured site ;like paypal is not safe.paypal asking cc number to verify you.you can withdraw money even without verified.but there is a limit!

---you can send money to any paypal account but your limit is maximum $100 USD;(you can purchase from sites like ebay,rapidshare premium acoount etc.)
---you can withdraw amount from paypal within a monthly limit of $500 USD and total limit $3,000 USD

Dont worry about Paypal, u register with India as option, Paypal works pretty well in India also..But for Indians there is no option of transfer money directly to any Indian bank..Only option is u have to get a check..But to get money by check , the minimum balance in your paypal account must be at least 150$ and there will be fee of 0 for this ,they will send check by post to your address you gave in paypal website..
