THEORY OF POVERTY

You're a kind-hearted person.glad to meet you here. I think the important question is how to help those people who are in troubles of poverty.Some year ago,there are some village in China,people there are really needy.Goverment gives a lot of money there,but one year later,they are still needy.why?because they know if they still poor,govenment will give them money again,so they didn't work hard.Later goverment change the way helping them,teach them the modern tech on farming,and then they get rid of poverty quickly. There is a idiom in China.teaching him how to fishing is better than give fish to him.It's a simple theory.
