Do you encourage BEGGARS?

in INDIA we find them in most of the places its because of the poor status of people with more population and we can see small kid on roads and near temples and maney places begging .
i dont like to give the stong money bcoz they can work but they wil beg so i wil not giv them but i wil giv for old and kids is this correct to do.
what about your self,what wil you do?

We do have homeless people even in the city where I work who sit with a sign on a corner and beg for money or food. Then I discover that such beggars in, say, San Francisco can garner six-figure incomes through begging, especially if they beg in a rich city with wealthy pedestrians willing to help the less fortunate.
