recent explosion. bomb???

hello out there??? recently, a tank allegedly loaded with co2 powder, exploded in tigbao zamboanga del sur, killing more or less 60 people and destroyed the tank, bus, other vehicles near it. the parts of the bus was totally blown into pieces and thrown miles away. at least 6 km from the incident, many residents felt the impact of the explosion. earth quake, soe people get thrown away. i wonder, could carbon create such a huge explosion? i do not think so. i believe it was rather c4 - terrorism. the content was a bomb that was designed to target zamboanga city. for it wasnt a bomb, it would never have exploded in the first place.
