Is Google hard handed when it comes to Adsense?

As we all know Google Adsense is one great online program. But the implementation of its TOS (Terms of service)is very stringent. Any adsense member who violates its TOS is thrown out of the program, No matter whether it was intentional or done accidentally due to lack of awareness of the lengthy TOS or even any fault of the member himself. What do you think? Do you have any personal experience?
