Are intelligent Indians lost to foreign countries?

Almost all the intelligent students from India go to USA(mostly)for higher studies. We can go anywhere for want of knowledge. Thats not a big problem. But the problem arises when the people who go there go and settle there itself and get USA citizenship. We are unnecessarily wasting our resources. We could develop soon if all the intelligent students prefer to return to India after higher studies and work for the development of their nation. Any comments are welcome.
