Can children appreciate education when they are young?

I look around at other people's children and wonder, what am I doing wrong? My child refuses to do his homework until the very last minute and usually only after I have found it in his notebook while snooping.......and he is only in the 6th grade!! I cannot continue to ride him forever, can I? Should I? I try to explain that education is a privilege and a requirement. Is it just me? Do your children appreciate and respect their education? If so, how do you do it?
