Is heroin addiction an illness?

Do you think that ppl are to quick to judge on addictions blaming it purely on bad ppl or do you think that it is an illness?

I think addictive personality is an illness...i think they need to get mental help. Addiction is a horrible thing. I know how hard it is to quit smoking nevermind what it must be like to quit heroine.
