This is from my personal experience - a mother can 'teach' a child right from the age of 6 months(no kidding!) and develop cognitive skills..I spent all my time 'talking' to my child and introducing him to the world of things around the house first...by the time he turned 2 he could 'name' all the appliances in the house the minute anyone pointed the object to him.The reason being he had been 'listening' and 'observing' when I showed him the item 'repetitively'.I built up his vocabulary (in English) even before he could read or write, and encouraged him to speak his mind always.I also used pictorial books and educational toys to enable better understanding.I spent 'quality time' with my child till he started attending play school. This has given him the edge and confidence over all other children of his age.Now a little bit of tutoring from home is seeing him through perfectly in achieving good grades at School!

i think that by the age of 7, a child can gat a tutor, if she needs help. some children need special attention that's why they need tutors, becasue they cannot grasp the informations given or presented to them in school. you can observe your child's performance in school and base there whether your child needs a tutor.
