How on earth do I learn to do this?

I would love to be able to re-touch photos to this standard:

Has anyone got any idea where i should start? Is there a book you could recommend or a website or course?

I think you should use photoshop and photoshop image ready. First, you should take the original image and apply little diffusion to it. And then, copy that image on the same file in layer to or this can be done using duplicate layer option. then twick a little like color in adjustment option in image menu. open Image ready from photoshop and apply mouse over on the second layer. I hope this will do for you....
