Help with crochet filet.....

I don't know why I'm so stumped by this. I know that each row carries an 'extra' double crochet. So, if I start a line with just 2 blocks it would be 7 dcs. Now, if I want to increase the next row by a block and an open, do I make the first block using 4 dcs? Or, for a decrease, would I decrease by 3 or 4 dcs? Does the extra stitch always go at the beginning of the new row is pretty much what I'm asking. Thanks!
