Are our government actions intentional and where does the responsibility lay?

I just finished responding to a post about the Border Patrol officer that shot a drug smuggler in the rear end, and now the border patrol officer is being charge with a crime and being sued for tons of money by the criminal. He is even being given amnesty to testify against the officer. Basically what this is telling our border patrol is, "Stand down, and do nothing, let illegal immigration flow. Here's the problem, I'm no brain surgeon, but it doesn't take rocket science to know that there is a large faction of Middle eastern people who want to hurt us as badly as they can. They can come across the southern border as undetected as our Mexican neighbors can. For our Government to take this look the other way and do nothing approach to our border security, in my opinion this is like waving a flag to say, c'mon in, the waters fine. We'll give you free sanctuary! At the same time they keep telling us of terrorist threats and why we need to tap phone lines and strip more of our freedoms away. Now, if the terrorist choose to come through the open border and manage to cause havoc or kill millions of Americans, shouldn't the Government be responsible? Just about every citizen I've talked to about this subject has the same opinion about this open door policy and what it will lead to, so is our government that stupid or are they doing this intentionally so they can start a new war? Personally from watching history unfold first hand over the past 40 years, I think they want to start a WWIII so the U.N. can impose a forced peace globally and rule all the nations with the same strict guidelines. What are your opinions?

i think now almost all countries are the victims of terrorism except muslim countries. what do u think?

While I am an American, this does not mean I am necessrily proud of some of the things we have done. During our previous presidents administration, several missles were fired into Iraq because they thought they "MIGHT" know the location of Osama Bin Laden. In the process, many innocent civilians were killed. Is this not terrorism also? We are told, stretegic military strikes, etc, but the bottom line is, had we not developed the oil industry in those countries, we would not be killing over there now, and there would not be a battle for oil control. I personally feel as though we have put their backs up against the wall, and they are fighting back the only way they can against a super power, and it is an affective battle. The question remains to be answered when we have all wiped each other out, then the truth will be known. Muslim countries too suffer terrorism, from us, and from themselves. the Shiites vs the Suni's, there are battles for governmental power. Governments change hands by murder and violent attacks, is this not also terrorism?
