Commercial boat permit for Baja Mexico

Hi
I will be moving to Baja Mexico very shortly and will be starting a BnB with fishing trips for my guests. I have read many articles about boating permits and the fact that each person who is fishing needs a permit, however, I cannot seem to find anything on commercial fishing. Having been to the Baja on commercial boats before, the boat owner/skipper never asks for a fishing permit.
My questions therefore is....How do I go about getting a commercial permit? Does this permit cover the persons on board for permits?

Generally you do need a permit to do such things, but you should ask contact the boating authorities in Mexico if you really want to know for sure. Have a nice day.

Thank-you for your response. However, if there is any further information that could help me in my quest, I would greastly appreciate it.
ie Apart from San Diego, Is there a Mexican office that you could reccomend for the info that I require?
