Donald Duck Nudity

I had thought this was an urban legend, and not true based on the fact that Helsinki due to cut back on finances stopped buying the donald duck comics for the youth center. The press had called the man who made this decision "the man who banned Donald Duck" which was the start of the whole thing. Another city in Finland had also for economic reasons not purchased donald duck comics, the press sensationlized the story so that it is continued to be fact, that donald duck was banned for not wearing pants and for keeping company with Daisey duck yet never marrying her.
