Rabid Dogs kill a boy

Hot news in India today. A small boy all of 4.5 yrs was mauled by a pack of dogs while playing in his neighbourhood today. The incident occured in the city of Bangalore where a group of kids were playing hide-and-seek and this unfortunate boy hid in a vacant plot. Suddenly a pack of dogs attacked the boy and tore him to pieces. The body of the boy was mutilated beyond recognition. The dogs had eaten into his neck puncturing his wind-pipe and torn the flesh in his thighs. Now guys, any of you here have any suggestions as to how to stop this menace? Killing all the stray dogs is out of question remember....
