Traffic To My Webpage - How to increase it?

I have a webpage where I list my links to the sites I use to generate extra income. I have advertised and listed it with search engines that allow be to do this for free. My web counter tells me I have no hits! I am now conceding defeat and the posibilty that I have to pay to get results. Which are the best sites and best packages that I should submit my URL to, to get optimum results?

A good way to get hits is to add a blog to your site. Then spend time each day reading other blogs that are similar to yours, noting them and linking back to your site.

Thanks for the advice. There seems to be a consensus on this one so I'll definitely start putting it into practice.
