How do I ask for a raise?

I got a summer internship last summer and worked there again over winter break for a few weeks. They offered me a job after I graduate but I turned it down because Im going to gradschool right after I graduate in May. I still have the option to go back and work for this summer. The pay is pretty low but more than I would make if I stayed at school and worked for the summer. Here is my question: I now have a lot of experience with the company and also now have a degree so I should be entitled to more pay? I will still be an intern this summer. All the interns make the same amount but most only do one summer and dont have degrees. How should I ask for a raise? Im going to call the owener in a week or so to make sure he wants me back for the summer. Should I wait untill I start work or should I bring it up right now on the phone?
