He might think so but it wouldn't be real. It would probably just be a fixation on both but not true love. true love is exclusive.

I think you choose to love. You can become infatuated or attracted to two girls at a time. And yes, I suppose someone could decide to pursue an emotional relationship with two women who he begins to equally care for, but he's a jerk if he does!
