It is Vista Tranformation Pack utility by Mr.Windows X (Perfectly Safe) designed using stardock Desktop X Builder which provides the EXACT same visuals as Windows Vista.

Vista Boot Screen
Vista Side Bar
Vista Logon Screen
and what not.
