Do secret service agents within the UK have a license to kill?

The only agent i know is James Bond who has this type of license, but my reasons for bring up this topic is due to watching a documentary on Doctor David Kelly who was killed OR commited suicide shortly after the inquiry that took place in 2001 According to the MI6 retired top man who was on the TV, we have no such thing! Do you think we have agents who have a license to kill in the UK?
