I've seen quite a few grounding kits for office chairs and computers...?

If you were to touch live wire while grounded, wouldn't you burn?

being grounded is what causes you to get shocked. Electricity takes the path of least resistance and the human body is a great conductor, however metal is a better conductor. For a ground to be most effective it needs to be between the source of power and the object it is protecting. If you are sitting on a grounded chair and touched the wire with your hand the electricity will go through your arm, down you torso, then out of you bottom into the chair.
