I think people should need a license to use computers

this certainly looks a good idea on the surfice but how long before the criminal mind starts forging licenses? cant imagine more than a day, can you?

I don't think so. I very much don't agree. A license don't stop anyone from breaking the law. Just look at all the morons driving cars. It is almost impossible to drive anywhere without almost getting killed. Do you really thing having a card/piece of paper is gonna make anyone more protected or inclined to not break a law?

By this same token, people should need a license to use a cellphone. Laws are made to keep the good people in check, and to give the bad people guidelines to effectively skirt the rules in their favor. Try again. :)

I do of cource not support online crime. I think this kind of crime should be prosecuted like any other kind of crime. I do not see what good a license would do. A license does not stop people from breaking the law. I know drivers licenses have not stopped people from speeding, drinking and driving, driving on red light, passing stop signs without coming to a complete stop etc. i think it would be better to have more lawenforcers conserned with online crime

That's impossible and will never happen. I mean that's like saying people has to have a license to own a TV or DVD player. I'm sorry, but that does not make sense.
