I feel that we only get one shot at life...and we should enjoy it. As far as changing jobs go, as long as you are bettering yourself, there is no harm in moving on to another job. I feel that is senseless to remain in a position where you are unhappy or not working to your full potential. There's a big world out there with many opportunities for us all and we should take advantage of those chances if possible. With all of that said, it becomes irresponsible to job hop if you are not making a move to better your life. If you simply change jobs just because, you are wasting your time and that of the employer. I don't feel there is any right or wrong time to search for a new job. I always keep my eyes and ears open because you just never know. I would recommend taking a good, hard look at your life and your desires for your future. Do you know what you want from life? When you have a plan it makes the decisions so much easier. After you've decided what it is that you want, you should research it as much as possible. What can you do to align yourself for future opportunities that will bring you closer to your dream job? You can continue to make upward moves that bring you closer to your final goal. Hope this helps and you find yourself where you want to be!
