Transmitt 32 or 60 tv channels on my country

I want to Provides near 32 or 60 Tv channels with customer identityfication number (CIN) as a secuirity code whole over Bangladesh within 42,000 square miles area and target to collect 1 to 3 million customer by using radio link data transfer system where Transmitter only transmit 32 or 60 Tv channels after convert it into a single data and receiver receives that data and convert it again to tv channels and then supply only one tv channel from 32 or 60 tv channels on customer demand.It will work as a replacement of cable tv network.please give me a better solution about it soon (infoshahadat@yahoo.com). It will be better for me if you advice me how to establish the system.
