Free will or destiny

Are we all destined to a certain life with no surprises, or do we have the power to forge our own path through the cosmos?
For example, an 11 year old boy in Mogadishu, Somalia who wields an AK-47, does he have a chance of living a decent life without violence in an affluent neighborhood by making decisions through free will, or is he destined to die at the impact of a bullet before he reaches his 18th birthday?

I think it's really two questions.
1) Is there such a thing as free will?
2) If so, is free will constrained by socio-cultural forces?
you can say that free will exists, but the kid in somalia is constrained by the social situation that he's put into. if the same person was born in a different place, then his free will would be more "free" so to speak.
