Where can I find good places to post my url's?

I have found a few forums that allow url postings, as well as a few websites for link exchanges. However I haven't found all that much. My main goal is to get more referals. It seems like someone is always a step ahead. I know of WAHM.com, as well as blogs, and submitting my url. I am looking more for a place where I can have a FREE advertisemnt,or even just another forum that allows signatures
