Why do western nations expect wars to be so clean?

Latest news on CNN: A judge ruled the death of British soldiers by a friendly fire incident by American bombers were unlawful and criminal in nature.Setting aside the issue as to whether we're for or against this war, this would indicate to me a profound missunderstanding of what war is. Why do we keep our legalistic attitudes and apply them to such situations? It would seem to me this indicates a frivolous, distant, ivory-tower outlook on war. I guess I could rephrase my question in this way:Why does the west expect it can start wars in which nobody gets hurt?
