Tattoo question!

I have two questions please: 1. Do you really have to be 18 (in texas) to get a tattoo? I mean do they really check your ID and all that?2. I heard the tat cannot be exposed to the sun for about two weeks, is that true if not how long should one wait to go to the beach after getting one?
