Is withholding affection a form of abuse?

If the person you can reasonably expect affection from (i.e. a spouse, significant other), does not prioritize their lives so that there is time for even the briefest of affection (aka hug, kiss, I love you)even in the busiest of times, then it becomes neglect, which is another sort of situation altogether. People who travel and have multitudes of other responsibilities and interests should take care. Is withholding affection a form of abuse?
