why do some countries is not listed in paypal..?

Paypal is trying to expand its services to all the countries . Unfortunately some countries do not allow Paypal to operate . And cerain international regulations should be fulfiled to start a service in another country . it takes lot of time . if Paypal accout is not available for your country (Malaysia) then pls note that you should not sign up for the Paypal account with false information . It is against the rules to put another country as your own residing country .
