Russia gives ultimatum to Iran over Bushehr plant.

In response to late payments from the Iran side Russia is now giving Iran an ultimatum that it either suspend it's uranium enrichment project or be denied nuclear fuel for the Bushehr power plant.
Do you feel that Iran has the legal right to process enriched uranium in accordance to the nuclear proliferation treaty?
