Giving up paternal rights?

My 3 year olds biological father wants to reliquish all rights to her. I am not sure how I feel about this. He has only seen her 3 times in her life, he owes me over 5 thousand dollars in support, and I am getting married to a man who my daughter calls "dad" in about a year. Has anyone else gone through this? What do I have to do to get this thing rolling? Do I do anything? What do you all think about this subject?

If this is what he wants it will be his loss. I just don't understand how any, I'll say man; not father, would not want to be in his child's life. He should grow up quick and realize what he is saying. Did he have a father in his life? When your daughter grows up, I hope you will tell her who her real father is. He will have some big time explaining to do!! She has the right to know. Good luck..
