False police reports in Idaho

I know someone who went to court for reporting that someone had grabbed her little girl in a Walmart store and she said that they don't do anything to you for filing such a report, the police studied the survalance camera tapes and found that no one had even touched her little girl! I would like to know what the law is in Idaho for filing a report like that.
