living off the grid

Hi I live in a small town in northern Mendocino county in northern California. The majority of the people who live in the area are living without the power pole at the street. We mainly use a generator for power. There is only 1 gas station in town and when you go to fill the gas can the price has risen another nickel or dime. The price for regular gas is now arond 3.30. We mainly have dirt roads with large lots that have a few to several acres. I have been looking on the internet for some kind of program that offers assistance for low income to acquire electricity. Lenders for construction that I have spoken with are shy of giving a loan for construction without conventional power. Has anyone ever heard of grants for electricity or an assistance program? PG&E says you need to fill out the forms and put down the deposit almost for info. Thanks
