What do a University mean by "GENERAL WEIGHTED AVERAGE"

Im about to transfer to a University here in our coutry when i heard about this term.
Im really confused about it. Do I need to have a 2.00 grade for all of my subject? or is it the combination of all my subjects that needs to sum up into 2.00 at least to get admitted?

Uh... based on what I know, general weighted average is the sum of all your semestral/semester's averages from 1st year 1st semester to 4th year 2nd semester.(?)
