The highachiving students can get a good visa to a famous university ,while the lowerscoring students have to go to a university which is not as good, but then we should think of it that the purpose of the education is to teach the worse one to become better, but as we all know the worse a student was ,the worse education he got.

As you mentioned, it seems contradictory that the students who need to be well taught can't get the good eduction. But I think even if just studying at a common university, students can perform excellently. There are lots of opportunities in university and students who can seize the opportunities would make a success.

In my mind as a teacher, the purpose of education is to get students to think for themselves. I don't always care that they have every little detail of something memorized, but do they know where and how to find accurate information. Once they find information can they comprehend clearly what it is saying and can they express themselves in both speech and writing. If so, I think that they can be considered educated !
